STATUTORY MEASURES
The purpose of the Statutory Measures Division is to facilitate the process to implement statutory measures in order to promote the efficiency of the marketing of agricultural products. In support of this goal, the following objectives are pursued:
- To implement statutory measures in support of the objectives of the Marketing of Agricultural Products Act.
- To enable the relevant industries to collect funds to finance important generic functions; and,
- To enable the relevant industries to collect and disseminate important agricultural information in order to promote growth within the specific industry.
On 4 September 1997, the Minister declared a list of products as agricultural products for the purpose of the MAP Act (Notice No.R.1189 that was promulgated in the Government Gazette of 4 September 1997). All the agricultural products declared as agricultural products for purposes of the MAP Act, could be divided in three section, namely field crop products, horticultural products and livestock products.

HORTICULTURAL, FIELD CROPS AND LIVESTOCK INDUSTRIES
Field Crops
Latest promulgated Notices applicable in the Field crops industries. This include Cotton industry, Lucerne industry, Oilseeds products, Sorghum, and Winter cereals.
Horticulture
Latest promulgated Notices applicable in the Horticultural industry. This include Fruit Industry, Fynbos Products, Macadamia Nuts, Pecan Nuts, Pomegranates, Potatoes industry, Table Grapes, Table olives and Olive oil, and Wine Industry.
Livestock
Latest Promulgated Notices applicable in the Livestock industries. This include Dairy industry, Milk Producers Organisation, Pork industry, Red meat industry and Wool industry.

Statutory Measures Applicable
There are currently 22 industries that have statutory measures relating to registration, records and returns, and 18 industries that have statutory levies.

Crop Estimates Liaison Committee
During 1998 the Minister for Agriculture and Land Affairs requested the National Agricultural Marketing Council (NAMC) to chair the Crop Estimates Liaison Committee (CELC), who is represented of directly affected groups in the different grain industries.
Agricultural Products
For purposes of the Marketing of Agricultural Products Act, 1996 (Act No. 47 of 1996), the Minister approved the products declared as agricultural products.


Register of Directly Affected Groups
Annually, the NAMC updates its Register of Directly Affected Groups (DAG’s). for each commodity in the agricultural sector. A DAG means any group of persons, which is party to the production, sale, purchase, processing or consumption of an agricultural product and includes labour employed in the production or processing of such a product.
